Classification complexity: Job descriptions

There's a paper lurking in the back of my mind. The basic idea is to exploit Ranganathan's facets and explain just how difficult it is to standardize any of those particular elements. I recently came across a wonderful bit of complexity. The US Office of Personnel Management has these byzantine guidelines to job classification that just go on and on.
